    The Innovation Efficiency Index gives which countries transform innovation inputs into outputs and the top 10 countries in the Innovation Efficiency Index are countries particularly good at overcoming relative weaknesses and producing robust outputs.

    With a population of 1.3 billion and a GDP per capita of $ 8,394.1, China comes in 1st in the Efficiency Index.

    When it comes to knowledge creation (patents, utility models, scientific publications), knowledge impact (growth in labour productivity, new businesses, and so on), and knowledge diffusion (royalty receipts, high-tech exports, computer and communication services exports, FDI outflows)—China is outpaced only by Switzerland, Sweden, Singapore, and Finland.

    Although it has the lowest GDP per capita in Europe, Moldova’s economy, in transition and landlocked, lies ahead. Also, Moldova has relative advantages of efficiency capability and relatively good indicators in terms of intellectual property.

    Internationally renowned as a tourist destination, Malta ranks fourth in the list.

    Malta’s main weakness was low levels of both public and private investment in research and development but showed high growth for new doctorate graduates, international scientific co-publications, community trademarks and knowledge-intensive services exports.

Switzerland’s scientific research institutions are among the world’s best, and the strong collaboration between the academic and business sectors, with high spending on R&D, ensures that much of this research is translated into marketable products and processes.

    A landlocked country in North America, Paraguay's GDP dedicated to science and technology (S&T) is only 0.06 per cent, but since 2000 there have been improvements, including new university jobs and higher number of master's and PhD courses, allowing more researchers to complete their studies in Paraguay and an increase in the number of grants.

The country has pushed ahead with numerous tech initiatives such as e-voting since 2007; it also passed a digital signature act, a legally binding method to sign any legal document with notary power. Citizens can also access online pre-filled tax returns and their health records from anywhere in the world.

    As of 2012-2013 rankings, Netherlands stands 5th in the Global Competitiveness Index. Similar to India, ICT plays a driving and disruptive role regarding innovation in products, services and earnings models. Social innovation, a new concept is also taking shape in the country and some organizations that position themselves explicitly in the field of social innovation in the Netherlands are the Centre for Social Innovation, The Hub, Knowledgeland.
