    "India has stopped the Cenab River water, which has further aggravated the water availability problem in Pakistan hitting hard the upcoming crops.
    The Kharif crop especially, cotton and sugarcane ready crops in Pakistan would be badly affected due to water blockades, which at this stage need water most besides the upcoming Rabi crops would also be affected. Sources said that Indus Water Commission has apprised the federal government of this situation and a meeting has been called on Tuesday for reviewing the water reserves situation in the country. The meeting would also focus on exploring diplomatic solution of the issue. If the Chenab water blockade gets prolonged, then wheat production in the country would also be badly affected. Despite 23 million tons of record production of wheat, the government this year imported over 2 million tons of wheat. Water blockade would force Pakistan depending more on imported wheat. Earlier, the experts had estimated Pakistan facing 35 percent shortage of water during the upcoming Rabi crop."


    Both the countries should find a viable solution to the water distribution problem instead of blocking the water causing a worst situation in the other. The Indus Water Commission should remember the Indus Summit, and it should be practiced. We are already going through crisis, the internal and external terrorism is hitting badly some areas of Pakistan, this problem is making the environment worst. This policy is heating people's mind and making them afraid of the future. Although there are wars in between us but still the people of India and Pakistan are bound by the brotherhood, and having holy thoughts for each other. But with this behavior of Government, to demolish one's economy, people will have to change their thoughts. It is crucial in current circumstances to hold this brotherhood to fight against terrorists who have destroyed the peace in both the countries.
    The experts had estimated Pakistan facing 35 percent shortage of water during the upcoming Rabi crop.

    ISLAMABAD:

    Despite Indian Prime Minister Manmohan Singh's assurance to President Zardari, New Delhi has again stopped the flow of the Chenab River water to Pakistan to fill the Baglihar Dam on the occasion of its inauguration.

    Sources told The News here on Saturday that India had blocked another 9,000 cusecs water, storing it in the Baglihar Dam. They said India had released just 10,739 cusecs at the Marala Head Works without giving any prior notice, which was in violation of the Indus Waters Treaty 1960.

    In their meeting on the sidelines of the UN General Assembly, the Indian prime minister had assured President Zardari that New Delhi would not violate the treaty, but another violation has surfaced in less than a fortnight.

    Since flows are reduced in the Chenab River, Pakistan received 19,351 cusecs on Thursday, which was reduced to just 10,739 cusecs on Saturday.

    The Chenab water has been blocked despite the fact that the Indian authorities are going to allow an inspection of the Baglihar project and to also hold a meeting of the permanent Indus Waters Commission from October 18-24.

    The three-member team of Pakistani officials will leave Pakistan on October 18 for an inspection and three more officials will join them in New Delhi for talks to take back the stored water in the Rabi season, Pakistani Commissioner Syed Jamaat Ali Shah told this correspondent.

    The commissioner said the Pakistani team will talk to the Indian authorities on the violation of the treaty in reference with the Baglihar project. "Certainly, we have complaints for which we will do our best to get compensated," he said.

    Indian Prime Minister Manmohan Singh had announced to build four other projects on the pattern of the Baglihar project on the Chenab River and this would certainly be an eye opener for the Pakistani authorities.

    At the same time, the sources within the Indus River System Authority (Irsa) confirmed the reduced water flows at the Marala Head Works.

    He also informed The News about the drastic cut in water releases to the provinces from the Indus River.

    This cut in the water flows will multiply the power crisis not only in the rural areas but also in the urban areas.

    The Irsa officials said they had already informed the Wapda and the Pepco about the expected cut in water discharges from the Indus River, needed by the provinces for Rabi sowing. "We had warned them of this scenario in September so that they, Wapda and Pepco, could make their own arrangements for power supply," Irsa officials said.

    Besides, water is being stored at Marala, Chashma and other such places from the major dams in order to utilise it for the Rabi season starting from October end.

    The Pakistani authorities have informed the government that India plans to build at least 12 more Baglihar-type dams on the River Chenab to manipulate the water flow.

    “The intelligence reports we have received reveal that India is planning these projects to damage Pakistan whenever it wants,” sources told The News here on Monday.

    According to these reports, the other pending projects may take years to complete but would ultimately prove to be fatal for Islamabad as the Indian authorities would manipulate the flow of water at will.

    The most recent intelligence gatherings indicate that the new pending projects, some at advanced and some at initial stages, would require water storage almost close to that of Baglihar Dam.

    “Apart from the storage, the most important factor is how India would release Pakistan’s share if it needs water for these projects to generate power or maintain the minimum level,” the sources said.

    On Sunday, President Asif Ali Zardari took serious notice and warned of damage to bilateral relations over the storage of 9,000 cusecs more water at the Baglihar Dam even after the Indian Prime Minister Manmohan Singh’s assurance not to control Pakistan’s water flow.

    Zadari had personally taken up the matter of storing 200,000 cusecs of the Chenab water in his meeting with Singh in New York on the sidelines of the UN General Assembly session after which the Indian premier gave a guarantee to fulfil his commitments.

    The Indian authorities, the sources said, would have to be prevented from building more dams on the Chenab River at the earliest unlike the case of Baglihar. “The government is supposed to be in hurry to stop Indians from building more dams as otherwise the situation would go from bad to worse in the years to come,” they said.

    A Pakistan’s delegation, to be headed by Commissioner Indus Waters Commission Syed Jamaat Ali Shah, will leave for India on October 18 to inspect the Baglihar project and hold talks with the Indian authorities on the violation of storing water at the Baglihar Dam.

    The government has taken notice of the additional storages on the Chenab but Islamabad has not yet officially given a reaction to the Indian premier’s announcement during the inauguration of the Baglihar Dam a few days back that three more such projects would be built on the same river.

    When contacted by The News, Syed Jamaat Ali said: “We have not been officially informed about the pending projects.”

    He added: “However, we have obtained some information that they are planning more dams. As far as the exact number is concerned, it is not in my knowledge, and definitely the storage projects on the Chenab will badly affect the flows at the Marala Headworks. We stand for the implementation of the 1960 treaty and flows in rivers should be maintained as per the accord rather providing it when there are already floods in our country,” Jamaat Ali Shah said.

    The commissioner was of the view that India could go for hydropower projects on the river under the Indus Waters Treaty but could not stop even a drop of water from Pakistan*s share. “They are also bound to provide Pakistan designs of the projects and other technically required information at least six months before the start of work under the 1960 treaty,” he explained.

    The treaty, he said, further provides that Pakistan must send to India its objections, if any, to its projects to be built on the Chenab River. They are bound to furnish information about operational criteria, first filling requirement, its timing and how to maintain the flows downstream, he added.

    “What we are experiencing in the case of Baglihar is extremely discouraging and a clear violation and it is possible that they would repeat it,” the commissioner said.

    The issue will be solved anyhow... just a little political colors are irretating common ppl... Lets the ppl who are responsibles to take care of such problems, do their work... and see how capable they are...

    Indian Govt. on the other hand, has clarified that reduced flow in the Chenab river in Pakistan was a result of "very little" availability of water in a lean year. "There was reduction because the flow was very little this year. We have also explained to the Pakistan High Commission on the situation," Foreign Secretary Shivshanker Menon said in New Delhi on Tuesday.
    Pakistan Water and Power Minister Raja Pervez Ashraf, who chaired a high-level meeting, has directed the Pakistani Indus Water Commission chief to hold formal discussions with his Indian counterpart.
    He claimed India had stopped 200,000 acre-feet water from August 1 to September 12 to fill the Baglihar Dam lake in Jammu and Kashmir.
    Pakistan would ask India to compensate the water loss by releasing water in the Ravi, Sutlej and Chenab rivers and had asked the Punjab Irrigation Department to assess the losses that would be placed before the Indian authorities the meeting, the Daily News said.
    Ashraf has directed the concerned authorities to take necessary action, and has directed the Pakistan commissioner to undertake a tour of inspection and hold formal discussions with the Indian commissioner, the sources said.
    Pakistan had sought World Bank arbitration after raising objection over the construction Baglihar dam over Chanab river, arguing that it violates the Indus Water Treaty of 1960.
